Cook until mushrooms are browned, about 5 minutes. Add chives and cook for 2 minutes. Add 3-1\/2 C. milk. Lower the heat, and simmer for 5 minutes. Combine the remaining 1\/2 C. milk and flour. Add to the soup, stirring, until smooth and thick, about 4 minutes.
