Add eggs one at a time until incorporated.  Sift together flour, cardamom, and baking powder; add alternately with milk to the egg  mixture, starting and ending with flour. Layer batter with streusel in a buttered and  floured bundt pan (batter, streusel, batter, streusel, batter).
